What that means to you is the jacket is 100% waterproof, but it's lighter in weight as the membrane has been laminated on the inside of the outer fabric. It also means that if you get caught in the rain, the rain cannot absorb into the outer shell, so the jacket dries quickly and remains lightweight when wet. There's also other quality features such as a removable hood, luxury detachable thermal liner and the little detailing that really makes this jacket stand out.
